Jamiat Finance System is published by Idara Matbuat-e-Talaba (Private) Limited for Islami Jamiat Talaba Pakistan, whose finance records it keeps.

Accounts are issued by the organisation. There is no public sign-up, and this site holds no financial records — it is a front door, not the app.
